After the first couple of paragraphs it's a bit cumbersome to wade through. However, it makes excellent points.

To summerize, if I may, it basically says "KISS" (Keep It Simple, Stupid). His point is to the fact that the more complicated the regulations, the more of a chance of causing unforeseen damage elsewhere - Sort of like the more electronics there are in a car, the more there is to break.
